The request now goes to the state Board on Law Enforcement Officer Standards and Training.
Hall was hired in March, three years after having resigned from that position upon pleading guilty to a misdemeanor for releasing a hit-and-run suspect. He lost his certification when he left the job, and the Police Department must apply to the state Board on Law Enforcement Officer Standards and Training to have it reinstated.
The board typically denies recertification if an officer has a criminal record, but the city can appeal it at that point.
In June, Carleton told the Daily Journal that Hall didn’t need the certification to hold his position, which is administrative in nature. The certification grants officers arrest powers.
City leaders recently urged Carleton to have Hall certified.

Regardless, certification is a political tool. Doesn't do anything for "integrity" as I believe the term previously used here. I know a bunch of crooks that can run, do pushups, drive fast and shoot guns.
If Hall can articulate his circumstances to the board and get his certification back then he needs to be left alone and go back work. If he doesn't, the mayor needs to find him another job doing something other than police work.
I will never forget the mayor lecturing the city council (when some raised questions concerning the appointment of Carleton as chief) that HE had the power to choose department heads. I don't think he remembered to also remind them that the Board controls the money - until he is certified (IF that even happens) - simply make his position (deputy chief, commissioner, whatever) an unfunded one...he can stay there - with no pay or benefits until this matter is resolved....
We Tupeloians have to fight for our rights as citizens and what we request the City Hall and Mayor to do. We can't just sit on our butts..won't help any. We have the power to fire Mr. Reed and Mr. Hall if they are stubbornly unmovable.

He's not fit to lead anyone and certainly not fit to wear a badge or occupy any position of authority or public trust.
The kid on North Gloster left the scene, before anyone arrived, and turned himself in the next day. The other lady you mention was flown to the hospital in a helicopter, kind of hard to arrest her then huh.
Your ignorance of the facts goes a long way in proving that you are just trying to instigate racial tension, perpetuating the problem.
This is about the misconduct of a police officer sworn to uphold the law who violated that oath and thus the terms of his prior certification and now wants to be re-certified.
Robert Hall is a felon who now wants to be re-certified as a law enforcement officer.
If he is re-certified, then the validity of the certification is brought into serious question.
He would not be re-certified in the states in which I once held certifications and he shouldn't be in this state either.
