The hiring of former Tupelo Assistant Chief of Police Robert Hall for the position he held until resigning in 2007 - after pleading guilty to misdemeanor charges rising from mishandling a DUI hit-and-run case - stirred substantial but measured controversy at Tuesday night's City Council meeting.

Concerns and objections were freely expressed by three council members and one citizen. Following the meeting and a vote not to place the hiring immediately on the council's agenda, Hall was still the deputy chief-designate, a position for which he is qualified.

Mayor Jack Reed Jr. stood behind Chief of Police Tony Carleton's decision to hire Hall, who is security chief for Toyota Motor Manufacturing of Mississippi at its Blue Springs assembly plant campus.

Hall's first tenure marked the first time an African-American had risen to the department's second-in-command post. The department was reorganized after his departure and there has been no deputy chief in the interim.

Responsibility clearly falls on Carleton and Hall to justify Hall's new hiring with stellar performance of the same quality and consistency that marked Hall's first Tupelo Police Department work prior to the incident that led to his departure.

Carleton made the hiring decision because he has known Hall for a long time, worked with him, and has seen his work as a police officer and administrator. Carleton is new to the chief's position, but he is an experienced law enforcement leader, and his judgment should be given a chance to prove itself.

Hall's experience, and the esteem in which he is held in the African-American community, should add both an informed view and credibility to the department's enforcement among blacks generally and within predominantly African-American neighborhoods.

Many complaints from the black community alleging unfair enforcement and racial profiling by the integrated but majority-white police force have been part of the city's race-relations record for too long.

Effective enforcement, of course, must be colorblind, and every citizen must be accorded the same level of protection and respect. Hall's experience and stature should be used, as noted by Carleton and others, to build full confidence in the Tupelo Police Department, not by favoritism, but by fairness and evenhandedness.

Hall's hiring is unconventional, and questions and concerns about it are understandable. But given the lack of sustained progress and confidence in policing in Tupelo among African-Americans - and Hall's stellar record prior to his one significant mistake - the decision is justifiable. It's up to Hall and Carleton to validate the decision.

A "little birdie" from another local media source told me today that Mr. Hall does not have a current MBLEOST certificate.

They went on to say that he could serve in an administrative capacity without one but that he had submitted his application for his certificate.

Oh, by the way, I did hear from a pretty reliable source that Cliff Hardy would be coming back to the TPD. This would be after enough time has passed from Hall's reinstatement.

Looks like those that were trying to elevate Hall to be Tupelo's 1st Black Police Chief previously have another shot at it.

I'll take nothing away from Hall. Seems he is getting excused for something greater than some Officers that did less on their personal time.

Hall did not appear to be any better than other Officers. He just got spotlighted previously.

Seems honesty, integrity, morality and equal enforcement would be a higher criteria for Officers, not physical fitness and I had the job before and blew it.

Best wishes to Hall, Carlton, other Officers and Citizens subjected to Tupelo Law Enforcement. I would hate to be the subject of something and expect the truth to be told given past events.

Lets see if Robert makes 1st black Tupelo Chief before the current administrations term is over. I bet he does.

Larry I thought we would have a intelligent debate about something that we have no chance in hell of changing and want even affect me and you unless you are one of these people that stay seeing the police on the wrong side and always say that they are harassing you. The more and more I read the post that you put on here the more I think you are one of those 911 Truth nuts or some conspiracy theory guy. The kind of business I run is one that my employees treat every customer that walks through my front doors the same no matter what color or social class and have integrity. Mayor Reed gets the same respect and smile as Joe Dirt. I would think that the Tupelo Police Dept where they take people freedom based on a offices word would teach the same.

Well you don't know anything about what it takes to be a good officer. That is why you are panicking about Hall coming back. You have made all of those wrong decisions and choices in your career and now it appears you fear being able to "give up your evil" ways and fly right.

I don't regret this. You and your kind need to leave as soon as possible. Chief Carleton and Deputy Chief Hall will be able to build on the good officers that are left and we will be better off in the end.

Ok Larry. Correct me if I am wrong but isn’t the reason that the Mayor got rid of the last Chief and Ronnie Thomas is because he was trying to move the Police Dept in a different direction. Now ask yourself this…If the last administration was so racist how did Hall make it to second in command. He had to have been doing the same garbage they are doing. And I have heard of 2 people within the police dept that were more than qualified Anthony Hill (black) and Chuck Bunn (white) to do the job of Hall. Hall made a career ending decision by anybody standards. His relationships is what has gotten him back at Tupelo not his stellar career. Now Larry let me state some facts.

Did Hall use his rank to release a drunk that had damn near killed somebody? YES

Did the guy Hall let go get sent to PRISON? YES

Was Hall facing 3 felony charges? YES

Did Hall go to PRISON? NO (I guess cops don’t send cops to jail when they have more than enough evidence)

Those are facts! Now Larry. I run my own business. One of my questions on my application is “Have you ever been convicted or charged with a felony?”. I know the police department has to have that question on theirs. If somebody told me that they were facing 3 felony charges. I would run them out of my office. WHY DIDN’T THE CHIEF?

Stellar career? No one can do as good a job? My opinion: if Robert was all that, he would be chief now.

As for what a good police officer is all about, a good police officer never would have made the decisions he made.

yes he had a stellar career

However, this is not the case and it really pisses me off how these cowards are using this site to promote the lies and deception. Larry you are a idiot! For everything that you said. Who ever wrote that article is also one of the village idiots of Tupelo! I am a African-American citizen and I think its crazy that the new chief hired Hall back. I don’t know much about what goes on within Tupelo Police Dept, but I know it did not matter what color Hall was or his stellar record before that incident. Its his relationship with the mayor is the reason for him being there. The black leaders of Tupelo should be furious about this. You are telling me that it isn’t anybody else out there that can do that job but a man with bad judgment, and lies under oath. I thought that was what being a Police Officer was all about.

Larry: I respect you for standing up for what you believe in your efforts to support Robert Hall. However, your incessant finger pointing, name calling and other antics on this article, as well as other articles, create a lack of respect. Please find it in yourself to rise to a higher level for all who post on this site. Instead of accusations to any one posting their opinion on the topic, state your opinion and the reasons why you support it. I understand it is difficult to not lash out when you feel strongly about something, and I have been guilty of that myself in the past, but it does not prove any points or accomplish anything…other than racking up the number of comments on a post.
