JACKSON — The Mississippi Senate has passed a bill that would make it a felony to torture or maim cats or dogs.

The bill passed Thursday with bipartisan support. The bill moves to the House.

Democratic Sen. Gray Tollison of Oxford says Mississippi is one of four states without a felony animal-cruelty law. The others are North Dakota, South Dakota and Idaho.

Some senators raised concerns that people could be charged for accidentally shooting dogs while deer hunting. Tollison says charges could only be filed if the shooting is intentional or malicious.

Lawmakers say people could still protect themselves or their property from vicious animals.

I against any type of animal cruelty, however putting a annimal down with a head shot is not anamial cruelty. Starving it is.

I was so proud to be from Mississippi when I read this today, and I am still proud that the senate took time to pass this bill. But I was disappointed to learn that Mississippi was just 3 away from being the last state to pass this bill.

I never understood why this state makes the top of the list on certain things (corruption), and being last on something good,as this. We are so concerned about crime in our state, yet we forget about the facts about criminals, when they were growing up, had a history of abusing cat and dogs.

I thank Sen. Tollison for his input on this bill, but I would really like to know the names of the senators that were so concerned about deer hunters being charged for shooting dogs. If a deer hunter don't know the difference between a dog and a deer he should not be hunting!(even if it is his own dog)
