Barbour, in a news release Monday, said BancorpSouth Chairman and CEO Aubrey Patterson of Tupelo will chair the panel that also includes legislators, education specialists and business leaders.
When Barbour released his proposed state budget for the fiscal year that begins July 1, he included school consolidation as a means of saving money.
Barbour, a Republican, says the state's education system is a "model of inefficiency" because there are 152 school districts in 82 counties.
The commission's report is due April 1.
