MEMPHIS, Tenn. — Memphis City Schools Superintendent Kriner Cash wants to hire new teachers early when some of the best are available.

Cash intends to offer new teachers contract by April.

Traditionally, Memphis has filled teaching vacancies a month before classes begin.

The Commercial Appeal reported that as a result, the system has been forced to choose from a pool in which more than half of the applicants have grade point averages of less than 3.0 and who score in the bottom quartile of the state teacher licensure test.

A proposal the district submitted to the Bill and Melinda Gates Foundation also addresses teacher retention, with a proposal to pay $6,000 bonuses to top new teachers who remain for at least four years.
