JACKSON – Gov. Haley Barbour’s veto of language establishing a pool of money to provide overtime pay to state troopers is “unconstitutional and invalid,” according to an opinion issued Thursday by Attorney General Jim Hood’s office.

The language was in the appropriations bill for the Department of Public Safety.

In the opinion, Mike Lanford, deputy attorney general, wrote that the Constitution does give the governor authority to veto portions of appropriations bills. But the courts have made it clear that there are strict restraints on the governor’s partial veto authority.

The partial veto of the trooper overtime language violated what the courts have ruled consistently was the governor’s authority, Lanford wrote.

What can I say? LEO's deserve to get paid their worth. Plus isn't it against labor laws to deny overtime pay? These guys risk their lives for us (R.I.P. MSGT Steve Hood) and this is a slap in the face.
