OPINION: Barbour economic record dims with job losses, funds refusal

JACKSON – When Haley Barbour defeated Ronnie Musgrove for governor in 2003, he pounded Musgrove as not having been a good

steward of the state’s economy in the previous four years. Specifically, Barbour accused Musgrove of losing 30,000 jobs in his four-year administration.

Significantly, Musgrove’s term was marked by the 2001-2003 recession and the impact of the newly-enacted North America Free Trade Alliance (NAFTA) which sent thousands of American manufacturing jobs overseas.

Now, after five years that Barbour has been in office, the nation has slipped into a deep recession that began in late 2007. Let’s take a job-loss reading and see how well Barbour has done in managing the state’s economy.

In January, 2004 when Barbour took office, Mississippi had 1,219,106 people employed and 80,800 unemployed. In January, 2009, the state had 1,190,100 employed and 121,598 unemployed. Was that progress? Obviously it wasn’t. Some 29,000 jobs had flown out the window.

Under Barbour, Mississippi’s unemployment rate hit 10.5 percent in July (the highest since the 1980s) and only fell to 9.5 percent in August because 28,000 people dropped out of the labor force. That didn’t mean more people had found jobs but that they had stopped looking for work.

Two weeks ago, Barbour ordered $172 million in budget cuts for state agencies – falling hardest on education from K-12 through universities – because of revenue shortfalls and warned that more cuts were in store because of a dire tax collection forecast and a shortfall of $350 million in view of persistent unemployment.

Mention of unemployment raises a sticky subject. Why in heaven did Barbour turn down $56.1 million in federal stimulus grants to benefit unemployed workers that the state was offered under President Obama’s American Recovery and Reinvestment Act? Not only would that have put a great deal of money in circulation in the state’s sick economy (and produced state revenue), it would have helped thousands of struggling Mississippi families whose breadwinner is out of work.

More facts: Mississippi has the lowest unemployment benefits in the country; state economic researchers say the jobless rate among black workers is already some 10 percent higher than white workers.

To qualify for ARRA unemployment grants, states simply needed to make slight reforms in their unemployment insurance laws if their laws were not already in compliance. One part of the ARRA funding stipulated that coverage of workers include the most recent work base period and another (with four options) provide coverage relating to part-time work. Twenty-seven states did enact necessary law changes, but not Mississippi. Barbour’s alleged reasoning was that sometime in the future the state might have to raise payroll taxes to bolster the unemployment trust fund. Actually, ARRA provided extra funding for four years to offset any fund losses.

Governors of only a handful of states refused chunks of ARRA funds at the outset. Two of Barbour’s refusal confederates (both Republicans) were Gov. Mark Sanford of South Carolina, noted for his Argentine firecracker mistress, and Gov. Rick Perry of Texas, who made news talking about secession (didn’t we try that?) from the U.S.

A nationwide map prepared by the non-profit National Employment Law Project, showed only seven states had declined to take action on ARRA incentive funding legislation as of June 16. After Barbour let it be known when ARRA was passed in February that he opposed to making any unemployment law reforms to qualify for the $56.1 million in jobless stimulus funds, the 2009 Legislature failed to act on necessary changes before it adjourned.

Two employment study groups have said that counties in Mississippi hard-hit by unemployment will be denied of $120.6 million that could have been turned over in economic activity by acceptance of the stimulus funds.

Was Barbour’s refusal of jobless benefit funds from the Obama stimulus package in reality political gamesmanship? If so, then thousands of Mississippians are the losers.

Excuse me, but I never said I was a waiter. I was the manager of the place, and I suppose the fact that I've had more than two jobs in my life makes me somehow a slacker in the erudite (insert laugh here) msyankee's eyes, and in order to keep some of these jobs, so I could stay off the "dole" as you call it, and not spend any of your precious tax dollars, I had to do what my boss told me. If people swore up and down something was for their business, I couldn't argue with that, or I'd have found myself fired from that job as well for having some morals, which if you haven't noticed, most business people have NONE of. I've never had a free ride in my life, and I'm not getting one now. I did bring it to the labor board, why do you think I finally got my unemployment benefits? All the pay stubs where there were countless overtime hours, but no overtime pay! Apparently in your world people with money should be able to constantly exploit those without it, and if they say a word, then they aren't HARD WORKERS. Must be nice to have everything always go your way. You ramble like an insane person. I see that you think it's perfectly okay for business owners to be immoral cheaters, but a poor person is forced to do it to feed themselves and then you grow "morals", until of course, the jobless moralist needs help because they lost the job to the immoral boss. By the way, I never indicated my sex, nor do I feel it germane to the subject. I really am still just flabbergasted that you think it's ok to cheat on your taxes if you're rich. That blows all moral arguments that you might make in the future completely away. Don't dare be a hypocrite and complain about all your tax money going to "welfare cheats" when you don't seem to mind losing it to people who gross 200,000 grand a year.

Actually I thought a name like ultracreep would be a man. Yep she said her employer was stealing from her. Might be she was not getting tips because of bad service. Seems she just wants a free ride. I only tip a waitress that gives good service. She complained that her employer would not pay overtime..why did she not complain to the labor board? At least she had a job.

Just reading her essay really tells her story. Did anyone talk to her employer.

It was a hoot to read about her helping someone cheat on their taxes then complain about all the money they were making. Sounded like jealousy to me.

Mr. T, I am a conservative and have voted for many conservative democrats until the whole party lost their morals..and no I do not support immoral republicans.

I did not vote for the racist Obama and did not really support McCain. Obama would have lost the election if the republicans had nominated any one else. Even McCain could have won if he had fully supported his running mate and not tried to control her speech.

Msyamkee,Thanks for setting me straight about republicans only spending money that we have,and not creating debt that our children or grandchildren have to pay off.But I do have one question.George Bush started the Iraq war,for no apparent reason,and was still able to lower taxes for the very wealthy.How much of a surplus did he leave for Mr.Obama to start on?

How could you prepare their taxes and use an illegal deduction.

I think you are just jealous of people that work hard to get ahead an want others to take care of you. What do you do now?..sounds like you are on the dole.

I never used a credit card in my life, I don't believe in them. I used to work full time, sometimes up to 18 hours a day managing a restaurant. My boss often stole my credit card tips from me, and refused to pay me overtime. On top of this, she offered no insurance whatsoever. When I confronted her about stealing from me, she fired me. After having to file two appeals because she contested my unemployment application not once, but twice, I finally got it. Without that, I would have gone homeless because I have no family whatsoever to help or take care of me. I also have children to support. Not everyone who takes advantage of government programs are lazy or irresponsible people. Sometimes they've had bad luck, and the safety net needs to be there. Sure some people abuse the system, but when I was a tax preparer, plenty of rich people abused the system...a lot. So it's not just the poor that screw America out of money. I saw a couple who made 200,000 a year get a 10,000 dollar tax refund yearly because they used a small business as a tax shelter, lied about their expenses and deducted things like a swimming pool built at their home, and their daughter's prom dresses as "business expenses." There are crooked people everywhere, but that shouldn't keep us from providing some help. We are not, despite the way things have been going lately, a third world country, nor should we aspire to be.

It is not a party problem when some people expect to be taken care of from cradle to grave and never try to help themselves or contribute to society.

I think it is probably true that republicans act with some sense when they want to just spend the money we have instead of creating debt for our children and grand children.

There are many families in ruin because they maxed out credit cards with no where to turn. That seems to be the democrat attitude to just spend and tax and keep spending when there are no taxes to be collected.

It would be interesting to see how much the Lady and Mr. T have contributed to help the poor. Kind of reminds me of a classmate that was a member of Green Peace railing about the danger to our health from eating Tennessee river catfish while smoking one cigarette after another.

Spending moeny we do not have is completely irresponsible. Actually the federal government did not and does not have any money to spend on anything.

This administration is selling our very soul to China and begging them to loan us money.

Obama has gone far beyond stealing from the working class to allowing China to control our finances.

It is in-humane to send workers to the poor house to just spread the wealth. After killing capitalism Obama has no wealth left to spread.

It is unfair to penalize a person that works 16 hours a day to get ahead then take it away to support the lazy. Yes we need to help the truly needy and put the rest to work as soon as we can kill the stupid stimilus spending that is killing jobs.

Actually it is politics that is causing the current employment problems in Mississippi.

The democrat leadership wants to tax and spend until we are completely destitute.

We are quaranteed the right to persue happiness.

We are not guaranteed that the government will make us happy. We have the right to decide how we want our money spent also.

Most of the liberals that want me to pay for non-workers either do not work or cheat on their own taxes.

Our government thinks they are Robbin Hood. actually they are hoods robbing us blind. Mississippi needs the sensability of Gov. Barbour, otherwise we will not only be poor, we will be completely broke. We are already having trouble with roads and education funding.

I just love the bleeding hearts without a brain and want others to pay for everything while sitting on their own behinds.

I think this should be less about political parties and more about the poor people in Mississippi who don't really give a rip about whether mississippi would have had to fund unemployment or not, but now not only have no unemployment benefits and no jobs. Poorest state in the union, yet here people scream the loudest about self sufficiency. That one Toyota plant can't employ even a fraction of the people who need jobs here. There are lots of folks who want to work but can't, so it's really not their fault they aren't self sufficient now is it?Thanks for turning down the help, Haley.

Ronnie Musgrove left Mississippi with a 700 million dollar deficit..Barbour put 300 million dollars is the states rainy day fund.

Barbour secured the Toyoto plant that will create many new jobs for Mississippi it Obams does not completely kill the national ecomony..Musgrove gave us a meat processing plant the cost Mississippi over 50 million dollars and never opened for operation.

Barbour refused some of the un-employment stimulis money because by accepting the money Mississippi had to agree to keep funding the increased benefits after the stimlilus money was gone. Hussien Obama wants all states so dependent on the federal government that we will depend on him for our existence.

The very reason Mississippi and America has not recovered from the recession is because of the stimilus and omnibus spending bills passed by congress.An individual, state or a national government cannot spend money we do not have without dire consiquences.

Mr. Minor, why do you not talk about how we had a surplus under Bill Clinton with a republican controlled congress. Or why we have the deficit and recession under Bush with a democrat controlled congress.

We once had news reporters who actually reported the news.

Now we have journalist who try to make the news with their liberal spin.

I suppose Mr Minor would like for Mississippi and Barbour to follow the California example of how to govern and create such a debt all people will have to suffer with high taxes and loss of basic services.

That is exactly the situation Obama and the democrats are creating nationally. Remember the old saying "AS CALIFORNIA GOES, SO GOES THE NATION" freightening to think about.

O' how I long to read my paper or watch the news and just hear the truth.

Obama has bailed out MSNBC (General Electric) and talking of giving money to save the New York Times..I doubt the Journal will receive bail-out money from Obama-.. Maybe from Musgrove and McCoy?
